This stadium was officially established in 1960, belonged to subsidiary agency of the Hsinchu county government and staffed with a stadium chief, political instructor, officer, 4 associate clerks, and 3 janitors. In 1980, 1 additional janitor was further staffed to become 4 staff and 4 technicians. In 1984, it was approved for 2 staff and 4 technicians. In 2005, it was approved for 3 staff and 2 technicians. Currently, there are a total 16 employees including a stadium chief, officer, junior officer, technician and janitor as well as temporary staff.
At early stage, the field affairs was covered by the education section chief, and since August 1, 1964, it was handled by Mr. Liang-Te Li for a full-time position, and Stadium Chief Li was retired in 1982, upon which Mr. Chang-Cheng Ou was assigned to be the Stadium Chief. In 1982, after the separation governance for Hsinchu County and City, this stadium still belonged to the Hsinchu County government. It was not until May 1, 1986 that all staff members of this stadium was then transferred to under the governance of Hsinchu City government and the original Stadium Chief Mr. Chang-Cheng Ou was assigned to be the first Stadium Chief for Hsinchu Municipal Stadium.
Originally, this stadium was planned to include 11 fields and arenas of track and field arena, public recreation center, park swimming pool, Sanming tennis court, park tennis court, Zhongzheng tennis court, Mingfu tennis court, Zhongzheng platform tennis court, baseball arena, bicycle arena, collaborative sports arena, etc. All fields and arenas created consecutively with endeavor efforts overcoming great obstacles, and were all demonstrated superbly in the efficiencies and performances of their use. It was ranked as the top sports field and arena in the early years and making Hsinchu one of the top counties and cities for sports as a sports kingdom.
Currently, this stadium includes 13 fields and arenas of sports arena, track and field arena, park swimming pool, Xiangshan swimming pool, Sanming tennis court, Gongliu tennis court, Jingguan Blvd. tennis court, Fuho tennis court, baseball arena, Xiangshan collaborative sports arena, bicycle arena, multi-functional athletic arena, baseball and softball field etc.
